Shandong Utilizes Satellite Based Remote Sensing Technology to Safeguard Cultural Relics

Shandong is a province rich in cultural relics. In recent years, the Shandong Provincial Bureau of Geology and Mineral Resources has innovated the application model of "Cultural Relics + Remote Sensing" by using satellite based remote sensing technology to serve cultural relics protection work. Satellite based remote sensing technology is an efficient and wide-ranging monitoring method. The Weifang High-resolution Center of the Provincial Bureau of Geology and Mineral Resources originally developed the "New Mode of Satellite Based Remote Sensing Monitoring for Cultural Relics Safety". For three consecutive years, it has conducted satellite based remote sensing monitoring on 428 cultural relics at the municipal level and above, enhancing the efficiency of cultural relics safety supervision.


Satellite Based Remote Sensing for Cultural Relics, Innovating Cultural Relics Protection Patrol Mode


Leveraging the technical advantages of wide-ranging, all-weather real-time monitoring provided by satellite based remote sensing, and combining it with multi-source data such as drones and digital terrain models, this method overcomes terrain limitations, achieving comprehensive monitoring and protection of cultural relic areas. In Weifang City, 287 suspected and potential earth-moving activities involving 11 counties, 33 streets, and 116 cultural preservation units have been monitored, effectively preventing and handling multiple illegal actions. It has successfully averted six cultural relics hazards such as floods and landslides, significantly enhancing the effectiveness of cultural relics protection work.


Intelligent Protection of Cultural Heritage, Promoting Digital Supervision of Cultural Relics Protection


A smart supervision platform for cultural relics safety has been built, assisting the cultural relics protection department in achieving real-time online monitoring. Law enforcement personnel can complete the distribution, patrol, feedback, and review statistics of satellite based remote sensing monitoring data on the platform. They can also use mobile terminals to clearly define the "two-line range" and accurately determine the relationship between the target area and the two lines, significantly improving the efficiency of cultural relics law enforcement. In 2023, one case from Weifang City was successfully selected as the "Fifth Batch of National Guiding Cases for Cultural Relics Administrative Law Enforcement," being the only selected case from Shandong Province. In 2024, one case was selected as the "Top Ten National Cultural Relics Administrative Penalty Cases of 2024".


Data Integration to Protect Cultural Heritage, Constructing the Data Foundation for Cultural Relics Protection


The smart supervision platform for cultural relics safety has accumulated nearly ten years of historical satellite based remote sensing image data. Through automated data processing and analysis with deep algorithms, it can clearly, accurately, and intuitively display the state, changes, and surrounding environment of cultural relics areas at different periods, providing scientific evidence for the cultural relics protection department to handle legal disputes or infringement controversies.
